SBUA Standing Rules

SALEM BASEBALL UMPIRES ASSOCIATION
Standing Rules
Adopted 2009,


I. Certification of Officials

A. To be a Certified Official, the applicant must be at least 18 years of age, and be a member in good standing of the SBUA.

B. The applicant must each year score at least 75% on the National Federation Rules Examination. This shall be a supervised examination. An official that passes the current year’s supervised examination shall be deemed a Certified Official. To be eligible for any State Championship event, a score of at least 90% is required on the rules examination. The exam may be administered again in order to meet this requirement. Any official who does not pass the current year’s supervised examination by the final deadline or who fails it three times, shall be deemed a Non-Certified Official and is only eligible to work non-varsity games. An official under the age of 18 shall be deemed a Non-Certified Temporary Official and is only eligible to work youth baseball games.

C. The official may not have been convicted of: (a) a felony involving the use, possession or sale of a controlled substance within the last ten years; (b) a
crime involving the use or threatened use of violence against a person within the last ten years: or (c) a crime involving a minor child at any time. The official may not have engaged in any action which, within the discretion of the Commissioner, gives rise to a concern for the safety of children due to the officials conduct, indicates that the official cannot objectively perform an official’s duties, or otherwise is inconsistent with the OSAA’s responsibilities to its member schools, the student participants or the parents of the participants. All officials must submit to a criminal conviction history screening.

D. Any denial of certification may be appealed to the OSAA Executive Board who, in its sole discretion, may waive or modify the denial.


II Professional Requirements


A. As an organization, we expect to provide officials to the schools that we service that exemplify professionalism. We believe that professionalism and officiating go hand in hand. We believe that officiating is a privilege and not a right. We believe that fans, coaches and players expect officials to look and act professional at all times. SBUA officials will not use profanity while on school property or in any public area, and will not act as if the game you are working is “beneath” you and will work hard every game no matter
what the level or score. Sarcastic comments directed towards fans, players or coaches are improper.

B. When SBUA officials arrive on school property to officiate a game they will be aware that they are being watched and judged. Upon arrival at the game site, officials will refrain from undue fraternization with fans, players, coaches and teachers. During the game, SBUA officials will avoid casual conversation with players, coaches and fans. This kind of behavior is not professional. Any aggressive physical contact between an official and a coach, player or fan will not be tolerated.

C. SBUA officials will not criticize other officials. This includes while officiating and while off the field as a parent, fan, or coach. SBUA officials will be subject to disciplinary action by the Board of Directors for criticizing fellow officials. If there is a problem with another official that needs to be addressed, please contact the Commissioner and it will be dealt with in a manner both constructive and professional.

D. Alcohol shall not be consumed the day of the game before the completion of any games worked that day.

E. Tobacco products shall not be used while officials are on school grounds.

F. SBUA officials shall not make a bet or take a bribe in connection with an interscholastic event.

G. SBUA officials shall not miss a game assignment.

H. SBUA officials shall not accept assignment to any Oregon high school, middle school or youth baseball game serviced by the SBUA without the approval of the Commissioner.

I. Officials shall adopt a professional attitude regarding dress and personal appearance when reporting to each game site.

J. In order to perform their duties, and to maximize the safety of players and coaches, officials should be in reasonably good physical condition.

K. All SBUA officials are subject to OSAA regulations. Any fines assessed to the association as a result of inappropriate action by an SBUA official may be passed on to that offending official.

L. SBUA officials shall abide by the Conflict of Interest policy.

M. Any violation of the SBUA Standing Rules may result in game fines, suspensions or removal from the association only following due process involving all parties. The following steps may be taken by the Board of Directors include but are not limited to:

1. 1st Offense: Fine equal to one varsity equivalent game fee. Fine will be withheld from check.
2. 2nd Offense: One (1) week suspension and required appearance before the SBUA Board of Directors. The official will be removed from state playoff consideration.
3. 3rd Offense: Removal from the association.


III Conflict Of Interest Policy

SBUA members shall not officiate Varsity, Junior Varsity, or Freshman games involving a team from a school that their child or step child currently attends.

SBUA members shall not officiate Varsity, Junior Varsity, or Freshman games involving a team from a school where they or a member of their immediate family* are employed.

SBUA members shall not officiate Varsity, Junior Varsity, or Freshman games involving a team for which a member of their immediate family* plays or coaches.

SBUA members shall not officiate a contest involving a school from which the official has graduated in the last four years.

If a SBUA member feels that by officiating a game, other than for the aforementioned reasons, it could be perceived to be a conflict of interest, the official shall not officiate that game.

SBUA officials shall block the teams that are covered by the above and any official who is scheduled for a game which may create a conflict of interest as described
above is obligated to immediately notify the Commissioner to request reassignment.

SBUA members shall minimize social contact with coaches and athletic directors of schools for whose games they might officiate and will not discuss the association or fellow officials with the coaches and athletic directors when in unavoidable social contact. This applies during the season and between seasons.

*”Immediate Family” – Spouse, parents and grandparents, children and grandchildren, (including adopted and step), brothers and sisters, mother and father-in-law, brother and sister-in-law, daughter and son-in-law.


IV Meeting Schedule

A. Meetings will be held on Tuesday or Wednesday evenings starting between 6 and 7:30 PM.

B. 80% attendance by all officials is required. Excused absences must be approved by notifying the
Commissioner prior to the meeting. Officiating a baseball game assigned by the Commissioner that occurs at the same time as the meeting is an excused absence.

C. Rookie meetings will be conducted by Members-at-Large for first, second, and third-year officials. 80% attendance is required for a first, second, and third-year official to move up to the next level. Transfer officials may be required by the Commissioner to attend the
rookie meetings.

VI Application Process

A. The applicant shall contact the Commissioner and indicate an interest in becoming an official.

B. The Commissioner will review the application and interview the applicant.

C. If the applicant is a transfer official from another association, an effort will be made by the Commissioner to contact the prior association’s representative to gain information as to the level of competence, character and ability.

D. If A, B and C in this section are satisfactory, membership status will be granted.
